According to Sauramana when Sun transits into a zodiac sign that month is denoted with the name of that raasi/sign. For example when Sun transits into Aries (Mesha Raasi) it is known as Mesha Maasa.
All Sun transits (Surya Sankramana) are Parvakaala. Among the Sun transits known as Surya Sankramana, certain transits are given special significance. For example,

In Tamil Nadu and Kerala Ugaadi is celebrated as per Sauramaana (Solar calendar) on the day Sun enters Mesha Raasi (Aries sign) in the zodiac called as Mesha Sankranthi.
Whether it is Chaandramaana or Sauramaana, name of the year will be the same; currently it is SHOBHAKRUT NAAMA SAMVATSARA;

As per Surya Siddhantha Panchanga (SRS Matha - Mantralayam) Transit of Surya into Mesha Raasi is taking place o 14.04.2023 at 17.13 hrs. As per Dharma Shastra, 10 Ghatis prior and 10 Ghatis after sankramana is reckoned as Mesha Sankramana prayukta ParvaPunyakaala. Sunset on 14.04.2023 @ 18.19 hrs. Hence, Parvakaala will be from 13.13 hrs till Sunset.
